Animal biosecurity and Veterinary public health Section

  1. Develop policy, regulations, standards, guidelines and other documents for animal biosecurity and veterinary public health;
  2. Enforce animal product safety standards but limited to raw and semi-processed products;
  3. Register and issue licence of food businesses limited to dairy, meat, bees and feed business;
  4. Issue licence to meat handlers;
  5. Issue import authorization for animal and animal products (limited to raw and semi processed);
  6. Inspect, test and issue clearance of animal and animal products for import;
  7. Regulate and manage import of animals, plants and their products and by-products;
  8. Inspect, test and issue clearance of animal and animal products for import (raw and semi-processed products);
  9. Issue zoo-sanitary certificate of animal and animal products;
  10. Implement and manage animal quarantine measures (e.g., animal quarantine, disinfection, disinfestation, fumigation, heat treatment, etc.);
  11. Manage satellite labs in supporting the quarantine measures (Export and Import) for animal and their products;
  12. Conduct inspection and monitoring programs to prevent and control the spread of animal diseases through regulation of in-country movement, inspection and monitoring of farms and their products;
  13. Implement and manage domestic quarantine measures including implementation of animal disease containment measures as per the specific disease prevention and control plan;
  14. Protect the welfare of animal including the farm animals and pets through enforcement of animal welfare Standards;
  15. Regulate implementation of animal on-farm biosecurity measures in the country;
  16. Conduct biosecurity assessment through a science-based approach and international best practices (e.g., Import Risk Analysis) for the import of animals, and their products and by-products;
  17. Liaise with relevant agencies at the National, Regional and International level relating to animal biosecurity and veterinary public health (WOAH, CAC etc);
  18. Promote impact-oriented and result based animal biosecurity research for improvement of regulatory frameworks;
  19. Promote veterinary public health measures by implementing good veterinary practices, inspection, monitoring and education of livestock farmers;
  20. Conduct surveillance of food of animal origin to promote safety and quality.
  21. Educate or create awareness programme on Plant Biosecurity to the relevant stakeholders; and
  22. Build Competence of the officials in the different areas of Plant Biosecurity

Plant Biosecurity and germplasm quality control Section

  1. Develop policy, regulations, standards, guidelines and other documents related to plant biosecurity and quality;
  2. Conduct biosecurity assessment through a science-based approach and international best practices (Pest Risk Analysis) for the import of plants, plant products and regulated articles;
  3. Issue import authorization for plants, plant products, agro-inputs, and regulated articles (fresh fruits and vegetables, capable of reproducing);
  4. Regulate invasive alien species (IAS) and Living Modified Organism ( LMOs)
  5. Implement and manage plant quarantine measures (Inspection, phytosanitary treatment – disinfection, disinfestation, fumigation, heat treatment, etc.)
  6. Manage satellite labs in supporting the quarantine measures (Export and Import) for plant and their products;
  7. Implement and manage domestic quarantine measures for plant pest and diseases as per the specific pest and disease prevention, control and eradication program;
  8. Conduct surveillance and compliance monitoring of plants, plant products and regulated articles;
  9. Register nursery operators for certification of seeds and enforcement of biosecurity measures and quality standards;
  10. Facilitate export of plant and plant products through inspection, testing, treatment and certification services as per phyto-sanitary requirements;
  11. Issue export certificate for export of Cordyceps;
  12. Promote impact-oriented and result based plant biosecurity research for improvement of regulatory frameworks;
  13. Create awareness programme on Plant Biosecurity to the relevant stakeholders;
  14. Build Competence of the officials in the different areas of Plant Biosecurity; and
  15. Liaise with relevant agencies at the National, Regional and International level relating to plant biosecurity and quality
