Designation
To regulate Narcotic Drugs, Psychotropic Substances (NDPS) and Precursor Chemicals and Tobacco and Tobacco Products; Controlled Substances and Medical Devices Division shall discharge following functions:
- Liaise with relevant national, regional and international agencies relating to regulation and enforcement of NDPS and precursor chemicals;
- Carryout capacity building through Computer Based Training (CBT) on regulation and enforcement aspects;
- Capacity building and institutionalisation of the Drug of Abuse Test Programmes in the country;
- Develop appropriate measures to control and prevent illicit trafficking and laundering of money relating to NDPS and precursor chemicals;
- Develop policy, regulations, standards, guidelines and other documents related to NDPS, Precursor Chemicals and Tobacco and Tobacco Products;
- Carryout research and develop materials on best practices and evidence based interventions in the field of drug supply and demand reduction;
- Develop and enhance competency of law enforcement agencies and stakeholders on prevention and treatment of substance users and supply reduction of NDPS and precursor chemicals;
- Monitor and inspect premises involved in the import/distribution/storage/consumption of Schedule III, IV and V Substances;
- Inspect the research premises on storage, safe keeping, documentation, loss, theft of the controlled substances;
- Regulate and monitor the implementing agencies on non-compliance of individual smoking in the public places, entertainment centres/institutions and other incharges;
- Carry out advocacy, sensitization and education programs on NDPS, Precursor Chemicals and Tobacco and Tobacco Products;
- Issue import/ and or export authorization of controlled substances and precursor chemicals;
- Maintain an updated database of drugs and psychotropic substances;
- Regulate and monitor Presumptive Drug of Abuse Test Programmes in the country and confirmatory drug tests;
- Facilitate and regulate the disposal of seized NDPS, expired and seized Precursor Chemicals and seized Tobacco and Tobacco Products;
- Regulate and ensure professional capacity of the stakeholders for quality service delivery in prevention, treatment and aftercare services;
- Regulate and ensure standardisation of services among the governmental and non-governmental agencies to prevent drug and Tobacco use;
- Promote international cooperation through institutional linkages with international organisations related to supply, demand and harm reduction;
- Periodically conduct an impact assessment of the plans and programs implemented to prevent substance abuse;
- Regulate and facilitate regional, sub regional, intergovernmental organisations and international level for technical and financial assistance on drug demand reduction;
- Carryout research and develop materials on best practices and evidence based interventions in the field of drug demand reduction;
- Regulate and monitor the prevention, Treatment and aftercare services conducted by service providers and stakeholders to ensure quality and standard services; and
- Accord approval and facilitate accreditation of treatment centres.
